What happened today is unthinkable, however, 78 years ago: The mayor of Madrid, Pedro Rico, the Labor Minister Francisco Largo Caballero, and writer Miguel de Unamuno was caught by the arm while demonstrating on 1 May 1931. Beside him walked other ministers such as Finance, Indalecio Prieto. It had just proclaimed the Second Republic. One of his first decrees declared public holiday on May Day and announced the ratification of the Washington Convention, which established the eight-hour day. The Government turned in conclusion that such symbolic and so silenced during the years of the dictatorship of Primo de Rivera.
